I think you broke something on your machine; this works for me (it's a copy, not a symlink on my machine).

On 10.5, both in the system and in its 10.5 SDK, it is indeed a copy.

On 10.4, both in the system and its 10.4u SDK, as sen on a co-worker's machine, it's a symlink.
