disk access optimization

What if there were:
a compact data structure from which can be calculated the access
latency between any pair of sectors on a disk (end of one to
beginning of the other).

arithmetic numbers should be used, ideally)
drives that can reveal their structure in that format
an algorithm for optimally sorting requests according to that data structure
