The simple answer is, no, there's no newer version out there. v41.1 or so was the version of Project Builder that went out with Public Beta (and world-wide Public Beta). We haven't made any newer versions available externally, other than when Developer Relations has seeded newer snapshots of the entire OS to specific key developers.

Anyone who has v46 of Project Builder must have already been seeded with a newer version of the OS than Public Beta, which included that version. Due to the amount of change that the tools and OS have undergone since Public Beta, it isn't feasible for us to provide or support additional external releases of the tools for use with Public Beta, or especially for use with interim snapshots of the OS. You may be able to go back to whoever gave you your seed version of the OS and request a more recent version of the OS, and it may have a new enough version of Project Builder on it.

For external Darwin developers, we will need to work with the Darwin team to put processes in place to ensure that their code in their CVS repository does not have dependencies on tools that are not yet available to developers. One thing that will help is that we have recently added support for "freeze-drying" jamfiles for use with Darwin projects to ensure that they can be built in pure Darwin environments without Project Builder, but many Darwin projects may not be using that yet. And if you do are doing Darwin development in a Mac OS X environment and thus have Project Builder, we (the Project Builder team) would like you to be able to use it.

Since many people are focused on getting Mac OS X shipped, the full answer to this issue will probably take a bit of time.
