IOPMLibPrivate.h is defined in the IOKitUser project. Apple hasn't pushed out the most recent version of IOKitUser to opensource cvs yet, so you don't have this new header. I can't predict when our next opensource cvs update of IOKitUser will be.

as far as i understand there is currently _no_ way to contribute to
pmu stuff, since all relevant lower level things are not public. too sad.

there can be found some stuff in the freebsd and linux cvs trees, but i don't have
the skills to handle it.
