Not familiar with the term 'Banker solution', is that where the bank
forecloses at will... or, just as one reaches the head of the line, the
server closes their window...

But it would seem that some sort of adaptive sequence, where the first
'long time' would induce a second request to a second nameserver,
and the 'tardy' nameserver marked as such until rehabilitated.

Of course this presume the user has set up multiple nameservers, otherwise,
error out when the first times out.

On the other hand, some of the more irritating places where DNS is used,
but for almost no value if the nameserver is slow, is in such places as
netstat, or even incoming telnet or ftp where the 'name to be resolved' is only
a tree trimming, and not actually userful in getting access to something.
