I've attempted to build several different versions of CF (as obtained from the Darwin source code, versions ranging from 10.1's to 10.3's) using MinGW and MSYS in Windows XP and both gcc3.2 and gcc3.3. It's a miserable disasterous failure, requiring several direct code and buildsystem modifications just to make the slightest headway. The implication is that Some work was done making a Win32 port, but it was very slipshod and never actually tried. I gave up the attempt and implemented what I needed directly (with significant time expenditure).

This being said, I would very happily welcome an informed answer to this question from someone who's tried it. CF on Windows would make several things I need a great deal easier (especially CFString, CFDictionary, CFRunLoop, and CFPreferences). Certainly someone working in the GNU ObjC runtime on Win32 would be able to shim ObjC classes directly over those types, even in such a manner as to make Foundation code from MacOS work... (i.e., implement NSString's exported interface right on top of CFString, although I know the two types are actually bridged directly in Foundation).
