CFNotificationCenter and MacOSX 10.1.5?

Is there some note posted somewhere which might explain why my POSTs to the CFNotificationCenter are not being acted on in MacOSX 10.1.5 - meaning no notification is sent to my observer?

This very same code executes without a problem under MacOSX 10.2.X.

Did I miss something? The CFNotificationCenter Reference documents are dated 'Last Updated January 2003'
