Newer doesn't always mean better. There have been known instances of
various packages not working all that well with newer versions
of these tools (Apache, PHP, etc...). I would prefer stable and
old over "flaky" and new :)

Of course, you could always install the newer ones yourself and
place 'em in /usr/local/gnu/ and adjust PATH/path as required.
