Compiling lookupd on Mac OS 10.3.2

I'm running Mac OS 10.3.2 and wish to tweak lookupd a bit. I have a full install of XCode Tools (1.1), and have downloaded the lookupd source from http://www.opensource.apple.com/darwinsource/tarballs/apsl/netinfo-324.tar.gz but I can't get it to compile. When I run make, I get errors all due to certain header files being missing, such as:

dns_async.c:30:31: netinfo/_lu_types.h: No such file or directory
dns_async.c:31:28: netinfo/lookup.h: No such file or directory
dns_async.c:36:25: netdb_async.h: No such file or directory
dns_async.c:37:24: netinfo/ni.h: No such file or directory

plus a whole bunch of other errors, which I am sure are all due to these files being missing. I've done a complete search on my drive for these files, but can't find them anywhere. I assumed all these necessary headers would be included with XCode (I installed *everything* on the CD).

I've found a handful of posts on the net stating that <netinfo/ni.h>, for example, wasn't included with 10.3 for some reason, I've no idea why.

As it stands, where might I get these files? What components do I need to be able to compile lookupd?

Thanks for your help,

Craig
