Finlay's correct, you don't want to re-install CoreFoundation over a Mac OS X system (CoreFoundation is an exception to most Darwin projects). The real issue is that webdavfs apparently relies on CoreFoundation's private headers. The Mac OS X Developer Tools do not install any private headers.
Actually the issue is that webdavfs wants to use DiskArbitration's headers, which aren't installed on OS X because it's not a supported API. Do what Kevin said for DiskArbitration to satisfy that requirement :-)
(I'm not sure if DiskArbitration's headers #include CoreFoundation's private headers, I don't really see why they should. If they do, then do an installhdrs for both.)
