There can be many reasons, among them:
1. Apple has signed an NDA with someone which has an impact on their
ability to release the code.
2. They don't want to.
Your imagination can run from there. I expect that Apple will, in
general, not comment on why specific software is not made open source.
One reason for this is that NDAs often include provisions requiring the
signers to not mention the existence of the NDA. Again, your
imagination is free to go where it will.
