/System/Library/StartupItems. These are executed by SystemStarter, using the 'requires'/'provides' entries in the item plists. Check the archives for reams of discussion about the subject.

If you just want to find out what the DHCP server told you the last time around, you can use the following:
ipconfig getpacket en0
(or whatever device is configured via DHCP) on the command line.
