First, did you check out gdb in the form of:
cvs co gdb
Make sure you don't use the full path, or you won't get the right thing.
Second, did you read the Darwin build information?

You should not be invoking configure yourself. That should be done for
you by the build process. You can try typing "make build" in the
top level directory (first directory with a Makefile). There's no
guarantee that'll work though. You really want to follow the build
instructions above.
Before doing that, you should check out, build, and install
dpkg, dpkg_scriptlib, and buildtools projects from the cvs repository.
