how do I know if a swap file is being used or not?

Maybe they are all used... Maybe Darwin fragment the content of swapfiles... (I didn't look into it, but I think it's the case)

if I think unused swap files are laying around, is the best recourse to reboot?

Or to Close session... That should work too...

I doubt that I should delete a swap file, but I'll ask: how bad is that?

If you delete a swapfile that Darwin thinks it exists, it will just crash when it will try to use it...
