According to people on the developer list, Darwin does not yet
support a swap partition (partition is swap space). All you can do for the moment is
setup a swapfile partition (partition stores files that are swap space).

I accomplished this by booting into OS 9.1 and using Drive Setup. I gives you the option of formatting as a swap partition. You can also do it from pdisk. At the command prompt
type pdisk. Typing "?" then will list the relevant commands. Typing "L" will list all the partitions. Make sure it is named swap. If not this could be the source of you problem.
If you have done all this and edited etc/rc and etc/fstab correctly, then I don't know.
