Correct for Tk. OSX, or at least the developer CD, has a functional Tcl. The only problem is that tcl.h and tclDecls.h are missing. You can however extract them from the Darwin CVS and all is good.

I would expect that given an X window system install and the above headers it shouldn't be hard to build Tk from source. I know of no Aqua/Quartz ports of Tk, though it seems like a nice thing to do.
