'ipconfig' is the moving part that deals with configuration of network interfaces for IP. This line is causing ipconfig to set up each interface specified (in ....preferences.xml) according to its requirements. I'm assuming that you have this set up in Automatic mode, in which case, it is waiting for an unlikely-to-appear address assignment from a DHCP server (unless you have a really special printer :-}).

If your interface is set to be configured manually, then I'm not sure what is causing the delay.
