ipconfig waitall > /dev/null 2>&1 is doing exactly what?



Hi:

In /localhost/systemdisk/system/library/startupitems/network, there is the
line: ipconfig waitall > /dev/null 2>&1
What is this doing and is it necessary? I ask because on startup, my
network initialization takes over a minute and I'm wondering why. I don't
really have a network. Only my printer hooked to my Ethernet card. I have
the Preference for Network Time set to "off" so that shouldn't be causing
the delay.
