The code to open a url outside of the widget is:

widget.openURL(link)

It's best practice to wrap this in a if (window.widget) statement.

You can't necessarily target Safari specifically with this approach, as it will use whatever the user has set as their default browser.  If you do need to target Safari specifically you could use AppleScript to open Safari & have it open the url from the widget.
