People generally can't change font sizes in widgets like they can in Safari (there's no Text Size control), so using a hard-coded size is recommended to ensure that your widget displays as designed. Cocoa and Carbon apps also feature set text sizes, generally speaking. Remember that users don't think of widgets as web pages—to them they're miniature applications.

That said, widgets are built using Web Kit, as is Safari, so the standard text size should be the same. It could be that you've adjusted the text size in Safari to be larger as some point, causing the discrepancy that you noticed.
