recommend not using Aqua controls on the front of the widget,

My other option is to use the scrollbar javascript as provided in
the examples that came with the developer tools but this will lose
the ability to scroll with the wheel. Does anyone have any
opinions on the best way to implement scrolling in a widget?

The new Scroller sample code makes adding a DHTML scroller to a
widget very easy (it's more complete than the one installed on
disk). You can find it at:
Using custom scroll bars and scrollers allow you to integrate their
design into your widget better. This is highly recommended. Aqua
controls tend to look odd on the front of a widget.
