Why are widgets not "normal" packages/bundles?



I just made my first widget and was wondering why they are not regular packages/bundle with a Contents folder and a PkgInfo file. Now the widget is recognized as a package on 10.4 only and not on 10.3.x and earlier, there instead it is seen as a regular folder. That also means that applications on older systems open my widget rather than recognizing it as a package they should not look into. Why was this done? Does it also imply that the "formal" way to recognize a widget is by looking at the name of the folder to see whether it has the .wdgt extension?
