If I have to go the route of localized Javascript strings files, it probably makes more sense to fully commit to Dashcode and duplicate the main CSS file in each .lproj folder. Adding new elements to the layout presents problems, but Dashcode is smart enough to put modifications in a locale in its CSS file, rather than the one at the top level.
