My guess is that the current ARM implementation of OS/X is not all
that complete, or lacks hardware support for protection, or just
barely has enough CPU to do the tasks advertised without either
draining the battery in 2 hours, or saturating the EDGE connection.
They are taking it slow on the first rev of the product. They may
think that like the iPod they can control the whole platform, but I
think they will learn fast that phones are not iPods. iPods are
single function devices, while phones are multi-function devices (for
those that pay $500 for a phone). Only time will tell.
