I've tried reproducing your steps and I see the issue that you're having. Unfortunately, you've uncovered a bug. Please file a report at <http://bugreport.apple.com/> that includes the steps you followed to uncover the issue.

In the meantime, I suggest that you delete the front image part from the widget, drop your image onto your widget, and then choose Arrange > Send to Back to layer it under your widget's interface elements. Once you do this, you may want to choose Arrange > Lock to lock the image so that it doesn't move. Also, you may want to add a drop shadow to the image since Dashcode won't be providing you with one. You can find the attributes for a proper drop shadow under "Drop Shadows" at:

Note: The front image part is special but isn't required for your widget to work properly. It's the only element that has a built-in drop shadow, which is recommended for all widgets. If you have an image that already has a drop shadow, you can forgo the front image part if you like.
