Yes, this is a known limitation. Because of the way Yahoo!'s
weather service works I can only retrieve weather data for US zip
codes and Yahoo! location IDs. Implementing zip code lookup was
easy. I will investigate weather look up by Yahoo! location ID in
future releases.
I'd like to see it work globally, too.

Give a look at http://www.windguru.cz/ - they do provide worldwide
sailing weather data - not only wind speed but also wind direction,
clouds cover, etc...
Not only for current conditions but also several days forecast.
It doesn't use ZIP codes actually but latitude/longitude location -
GPS kind - and has been proven quite acurate for my local waters here
in Europe . . .
