Yes I have. It's some cheap Phillips DVD+RW.

No, it's definitely not the disc, it erases fine on Snow Leopard (and via drutil and Disk Utility on Leopard) and I just tried a brand new one with identical results. It looks like a Leopard bug to me. What version(s) of OS X are you using?

I used to burn a lot of discs on leopard, and I always could erase the dvds fine using DRErase. Haven't tried on Snow Leo yet.

Also, I don't believe that drutil is doing anything outside the dr framework. Did you try to use the standard UI for choosing a device and give the resulting drdevice to a dreraseprogresspanel ? This should definitely work.
