I'm not on NMCI (don't say yet), but I got to the login screen using Safari.

You can enable the X.509 Anchors and Certificates in the keychain
application through the "Keychain List" menu item on the "Edit" Menu. In
Keychain list, select "MAC OS X (System)" from the pull down list, share the
keychains by checking the X509Anchors and X509Certificates boxes. That
should do it. 

Make sure your smartcard keychain is still listed (any attempt to use the
CAC viewer will currently mess that up), if not either reboot or unplug (and
then reconnect) your card reader.
