The NMCI contract was not bid on by the hardware manufacturers. I don't
know the specifics from the RFP, but I'm sure the RFP was written so
that it didn't specifically SAY you had to use Windows, but was strongly
implied. It was up to the winning bidder (EDS) to determine what
hardware vendor to choose to fulfill the terms of the contract.
