I've been in the Apple federal group for 15 years and saw this RFP. This, as with most others, say "Must run windows, out of the box" which meant at that time, adding Virtual PC which adds to the cost and added RAM. Low cost solution won here which is mostly Dell in a competitive situation. In the reseller/integrator community where they get to see all manufacturer's pricing for an RFP, Dell for the most part will be the lowest.

Out of curiosity, was Apple even given the chance to bid on the NMCI
