I've been told that for NRL the blanket prohibition is only for
cell phone cameras and that cameras in a laptop are fine as long as
the person carrying it has a camera pass. This was from two
different people, and one claims that our code actually has a
Windows laptop or two with built-in cameras already. Am I misinformed?

My understanding is that you may not even need a camera pass, if the
laptop belongs to NRL. Quoting NRLNOTE 5510 dated December 7, 2005:
"A Camera Pass is not required for NRL personnel who are authorized
access to NRL-owned photographic equipment in conjunction with their
jobs. Division Heads shall monitor access to and use of Division
photographic equipment."
