But the point is that everyone has "espionage-like" concerns.

It's not a problem for all of the Federal Government.  At least in most of
USGS, we have no issues with built-in ISight, Bluetooth, Airport, ... on
Macs, and we will use those features effectively.  Many parts of the
Federal Government do not require high security levels like DOD and DOE.
The Government is not a monolithic market.
