If you look inside the certs (via Keychain Access) you'll see two of the certs have email addresses in them. Check to see if the email addresses in the two certs match the email address you've configured your Mail account with. If they don't match, you'll see this behavior.

When I put my CAC card into the reader, Keychain Access recognizes my card, and I'm able to unlock it with my pin.
