Apple doesn't provide a CLI way to create locations. I've requesting this from them but it's "in the queue". You could reverse engineer the plist entries as others have done.

check out ncutil

http://deaddog.duch.udel.edu/ncutil/

might fit your needs. I don't know if it's still in active development.
