Have you tried using the pwpolicy command? Try the below and insert your own admin user name and the name of the user in question.  Hope it helps.

sudo pwpolicy -a <admin user> -n /Local/Default -u <user acccount> -enableuser

The account is still there but how do I re-enable the now disabled account?
