Apple Developers Tools (ADC)

I realize that the tools are available as severallllll individual files on the ADC website. How in the world do you install all these files? I have the tools version on the 10.3 system. Is it the same or has it been updated? By the way when I bought 10.3 I bought the 5 user version. I can't get it to install on my new G4 iBook. Has anyone else noticed this?
