xlf works fine under 10.4 for me.
Only use small sized apps.
Intel fortran isn't a rumour.
Intel has publicly committed to it.
Supposedly the beta program starts in october / november
(be worth keeping an eye on the Intel developer sights around then.

I'd expect to see the compilers c(icc) and fortran(ifc) , maths kernel
library , performance primitives , vtune and threading tool.
Possibily a cluster maths kernal library / cluster tool kit as well.
In the windows , and linux versions, openmp is supported in the compiler
package but mpi library / support is available for purchase seperately
