Probably. I'm pretty sure a Theme only knows about the desktop picture on
the main monitor.

We didn't have time to wire up everything we would have like with respect to
allowing an API-level way of manipulating the desktop picture on other
monitors.

You are correct; there is no public way (that I know of) to do that :(
