Short of re-implementing the tab control yourself (like MS did) you can't have multiple lines of tabs in a tab control. Perhaps you should use another paging type control? Popup Menu Group Boxes and preference pane listings are common when there are a lot of preferences to be dealt with. Examples include Acrobat Reader (for the preference list) and the Print Dialog box (for the popup group box).
