If you need that groups of items, use some other UI mechanism - please don't make multiple rows of tabs. Despite the fact that Microsoft has made these a "standard" in its apps, the "shuffling tabs" problem in multi-row tab controls results in an incredibly poor user experience.

Can you use a popup menu as a selector for different panes, or a scrolling list of icons? Both are better options if you need to select from many different panes.
