I don't remember that ever being the rule.

Rather, the rule was that any command which required user input to complete should have an ellipsis. Unfortunately, everyone put an ellipsis at the end of their About menu item, which led pretty directly to the belief that the rule was as you state above. I think Apple started this trend with "About This Macintosh...".
