My point was I can't take advantage of new features in Package Maker (arguably features that should have been in there since the first version) because I can't count on my customers to upgrade to the latest OS immediately. Why should I have to upgrade my entire OS just to get flat installer packages? Apple doesn't seem to have the same trouble upgrading iTunes and Quicktime for Tiger. Is Installer implemented in the kernel or something?
