Yup. The 7.3.1 bug is a known issue.

Is there any chance of downgrading?

Yes. Download the 7.2.1 firmware from Apple and install it using Airport Utility. That's what I did and it worked fine.

Bummer about 7.3.2. I was really hoping that Apple would have finally fixed this bug.
