I was tracking down some of my own old hprof tinkerings just so as not to completely lose some of my old stuff and I stumbled on some of the info related to the above.

_It is available_ with the OS/X 1.5 distribution.

/System/Library/Frameworks/JavaVM.framework/Commands/jconsole

I tried starting my java 1.5 boot volume, setting a copy of my application to run 1.5 in the plist options and then I fired this up. I didn't see my application available for monitoring on the initial connection window? I think I got past this on Windows when I took a quick look at this there. So anyhow it appears to be there 1.5 OS/X but I haven't done more than fire it up. It _does_ seem more impressive than I remember. Definitely not your basic command line and text file hprof anymore.
