On my 10.4.7 Core Duo Mac mini, "1.3*" gives a message in console.log, then
uses the default. The message is approximately:
No matching Java VM for (1.3*) ... Using default.
Check your console log to see if this message appears.
If the 1.3 JVM did launch, it would be PPC-only and run under Rosetta,
which would be pretty sluggish.
