If I understand what you're after, I don't think so.  I can see writing a query Java application that uses the Java debugging API to connect to the running app (which would have to be started with debugging enabled), then having the query app use that debugging API to call System.getProperty("java.version") on the running app - but none of this is available right out of the box...  It would be easier to have the running app print the result of that _expression_ to System.out, or a log file using log4j (so logging can be enabled/disabled from outside the app)...
