Thank you so much for the quick reply and the suggestion to use
-Dfile.encoding=Shift_JIS when we start Java via JNI Invocation. I
think that should fix our problem, and it would be much easier than
the other approaches I was considering. I will let you know how this
works.

Could you please let me know where this system property is documented?
I am hoping that we don't have to rely on an undocumented feature to
work around this change in behavior. This incompatibility between Java
and Carbon APIs still seems like a bug to me, but if there is any easy
and robust way to work around it, that's very helpful.
