For each program you want to test, you have to change its default
properties. Specifically, change the "file.encoding" property as I
outlined earlier.

If you mean "How do I change the default encoding for all Java programs I
ever run?", I don't think there's an answer. It's one of those things I've
never been able to understand: the complete inability to set arbitrary
global properties for Java programs. You'd think there would be a
"JavaDefaults.properties" file somewhere, but there isn't, AFAIK. You'd
also think there might be an automatic "~/.User.properties", too, so
defaults could be overridden on a per-user basis. But there isn't one of
those, either, AFAIK.

In some ways, watching the evolution of Java is like recapitulating the
evolution of Unix and its shells over the past 30 years. It's a shame that
those lessons were ignored, or are only slowly beginning to be appreciated
and followed. Santayana was right.
