You can't enforce taste, enlightenment isn't endowed by a blow to the head with a blunt instrument. You can't come up with a policy dictating your developers will have good taste. Not allowing code to set the color of buttons certainly isn't it.
Even if you could do all this, I don't think you should.

You can't legislate stuff to look better, and trying just doesn't seem right somehow, take away my bad taste and what's next? You going to force me to comment my code?
