You are correct for WXP (also W2K and W/NT) -- START is built into the
command-line interpreter itself and cannot be executed separately. It's a
little like the situation with the 'ulimit' or 'limit' commands on Mac OS
X: they are shell builtins and to use them you must exec() the shell and
give it the "augmented" command-line with appropriate options (-c, IIRC).

On W95-lineage Windows (i.e. W95, W98, WME), it is a separate executable,
and it looks far better if command.com isn't involved, IMHO. I also think
it's easier to deal with than the execrable command.com.
